Hyderabad: The state government on Friday submitted to the High Court that, from the 2025-26 academic year, it would implement Section 12(1)(c) of the Right of Children to Free and Compulsory Education Act, 2009, which mandates that private unaided schools reserve at least 25 per cent of their Class I (or pre-school education) seats for children from weaker and disadvantaged sections.S. Rahul Reddy, special government pleader, furnished Memo No. 6142, issued by the school education department, dated October 19, 2024, which stated that the government had issued orders to implement the provision.Amicus curiae Sunil B. Ganu pointed out the RTE Act came into force 15 years ago and most states were implementing it but the Telangana government had not done so despite Supreme Court orders. He said that the memo of 2024 had not yet been translated into reality.Rahul Reddy, special counsel, said that steps were being taken on a war footing to implement the memo. He stated that there should be no doubt over the government’s intent and sincerity.When amicus curiae doubted whether or not it would be done in the forthcoming academic year, the bench headed by acting Chief Justice Sujoy Paul asked why the government had not issued any guidelines.On request of the special counsel, the High Court gave time till April 21 for a principal secretary/director level officer of the education department to file an affidavit on the steps taken to implement the memo.
