Inquire Into Illegal Building Permissions at Rudrangi Village: HC

Hyderabad: A two-judge panel of the Telangana High Court directed the Rajanna Sircilla district panchayat officer to conduct an inquiry within 15 days while disposing of a public interest litigation (PIL) alleging illegal grant of house construction permissions on government land at Rudrangi. The panel, comprising acting Chief Justice Sujoy Paul and Justice Renuka Yara, was dealing with the PIL filed by one Pittala Naresh, who alleged that the state authorities were not considering his complaints about the irregularities in the Rudrangi gram panchayat office. The petitioner alleged that the gram panchayat secretary and the mandal panchayat officer were granting house construction permissions on government land for monetary gains, by giving house numbers without mentioning survey numbers. The petitioner contended that the said survey numbers were allocated to the Rudrangi gram panchayat for the sake of public use and construction of government offices. The suspicion grew when a zilla praja parishad territorial constituency member, representing Rudrangi mandal, initially observed some irregularities in granting house construction permissions in gram panchayat land that was purchased with gram panchayat funds. The petitioner inter alia sought cancellation of the building permission order to one Gaddam Satya and a direction against granting house building permissions on government land. The counsel, appearing for the respondent authorities, on written instructions submitted that they would conduct an inquiry into the issue. Taking note of the same, the panel disposed of the PIL directing the respondents to conduct the inquiry. Arora group of colleges seeks permission for four new colleges The management of the Aurora group of colleges and its wing St. Peter’s Education Trust challenged the decision of the state government in refusing to grant permission to start four new educational institutions at different locations in the state. The petitioners questioned the action of the state government that had led to loss of admissions for the academic year 2024-25. They apprehended a similar situation for the academic year 2025-26. The institution sought approval to offer BE programmes in computer science and engineering, data science, electrical and electronics engineering, and electronics and communication engineering. The petitioners argued that the respondents’ rejection order was arbitrary, illegal, and unconstitutional. The petitioners sought setting aside the rejection order and directions to the respondents to permit the institution to function as a validly approved and affiliated institution for the 2024-25 academic year and beyond. The petitioners claimed that the institution had fulfilled all necessary requirements and secured approvals from the All-India Council for Technical Education and the respondent university. However, despite compliance, the rejection order was issued without valid justification. The matter has been posted for further hearing next week. Seizing of clinic in RR district questioned Justice Nagesh Bheemapaka of the Telangana High Court will examine the legality of the seizure of a private medical clinic and pharmacy by Rangareddy district medical and health officer. The impugned action was allegedly without following the principles of natural justice. The petitioners contended that the respondents had seized Ajay Kumar clinic and Sri Ayyappa medical and general stores, located at Koheda, Abdullapurmet mandal, without issuing notice or affording them an opportunity to be heard. The petitioners argued that the action of the respondents was arbitrary, illegal, and in violation of the principles of natural justice. The petitioners sought immediate directions to allow the clinic and medical shop to resume their operations and ensure that no further coercive action was taken without following due process. The judge posted the matter for further adjudication.
