NEW DELHI: In a bid to check the violation of regulations, the University Grants Commission (UGC) will soon set up a committee that will periodically assess faculty appointments and awarding of PhDs at higher education institutions (HEIs).
The committee is set to meet at regular intervals, select a few institutions and collect information regarding the appointment of faculties and award of PhD degrees. It will further documents to ascertain if the process is in conformity with UGC Regulations.
It will also recommend appropriate actions, in case of violations.
“UGC takes such violations very seriously and intends to take appropriate measures to control violations of UGC Regulations,” UGC chairperson M. Jagadesh Kumar told the TNIE.
He said the UGC in this regard made the decision to form a committee at its 568th meeting on April 24.
The need for such a committee was felt following a few instances of appointment norms being violated over the years. Regulatory bodies had received several complaints in this regard.
Kumar said faculty appointments at HEIs and the awarding of PhDs are governed by two sets of regulations – the UGC Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2018; and the UGC (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022.
Both regulations set the conditions for determining and maintaining standards in selecting candidates for the appointment of teachers and quality of research degrees awarded in HEIs and are mandatory.
However, despite the regulations, complaints from stakeholders about violations of the regulations are not uncommon.
The role of HEIs in nurturing intellectuals and imparting knowledge to the nation’s growth is well known.
“The UGC, with the mandate to promote and coordinate university education, notifies, among other things, regulations to ensure the quality of the teachers and the quality of research degrees from time to time. The quality of higher education, to a large extent, depends on the quality of those who impart it and the way research is promoted,” he said.
As the regulations prescribe minimum standards required to be maintained by HEIs, any violation of the regulations results in the inevitable decline of higher education standards, he added.
